Roddenberry was a wooden model
that ran along a wire.

Flashing lights were added, 
and a "whoosh" sound was
(unscientifically) put on the
sound track. This is the
original Enterprise, the
prototype of the Constitution
class starships that followed.

When it came time to do the first movie, the 

Original model was no longer "modern" enough, so a few changes were made to the design and brought in under the heading of an "upgrade" that affected all Constitution class starships.  Unlike the original Enterprise, this one had the photon torpedo launchers at the base of the pylon supporting the main hull, rather than embedded at the bottom center section of that hull (saucer section).  From the looks of it, they just "jacked up" the steering wheel, ran a new starship under it then replaced the steering wheel.
